Starting July 1, 2026, buyers would not pay Indiana state sales tax on tampons, pads, cups, and similar menstrual hygiene products, subject to a transaction-date exception.
Tampons, pads, liners, cups, and similar hygiene products would be exempt from state sales tax for qualifying purchases delivered on or after July 1, 2026, unless both the agreement and payment came before that date. Those transaction-date rules expire January 1, 2029.
Sales of covered menstrual hygiene products would be exempt from Indiana's state sales tax. The exemption covers tampons, panty liners, menstrual cups, sanitary napkins, and similar tangible products designed to promote hygiene during the human menstrual cycle. A transaction is treated as occurring before July 1, 2026, if both the agreement and payment were made before that date. The exemption applies to retail transactions occurring after June 30, 2026. A transaction generally qualifies when the product is delivered after that date, but it is treated as occurring before July 1 if both the agreement and payment came before then. These transaction-date rules expire January 1, 2029; the bill gives no end date for the exemption.
