Starting in 2027, Indiana utilities on the state's designated list that belong to PJM would report their and affiliates’ recorded votes, and the state utility regulator would post those reports online.
Beginning in 2027, covered Indiana utilities would report each recorded vote they and their affiliates cast at specified PJM meetings, including votes PJM does not disclose.
The state utility regulator would post submitted reports online and adopt rules for carrying out the reporting requirement, including a required report form.
Each covered utility would file an annual report with the Indiana Utility Regulatory Commission. This covers utilities on the state's designated utility list that belong to PJM, and votes by those utilities or their affiliates at four named standing committees or any senior task force active during the report year. A recorded vote is one tabulated alone or as part of an industry sector. Votes in elections for committee or board leadership are excluded. Reports are due by February 1 each year, beginning in 2027, and cover votes from the immediately preceding calendar year.
The Indiana Utility Regulatory Commission would post each report it receives and adopt rules for carrying out the reporting requirement, including a report form. The duties apply to reports filed by covered utilities under this bill. These provisions would take effect July 1, 2026; the bill gives no separate deadline for adopting the rules.
No hearings or votes scheduled.
