If lawmakers appropriate settlement money or gifts and transfers add funds, a state fund would support certified family recovery courts and safe baby courts.
A state fund would support family recovery and safe baby courts with money lawmakers appropriate from the opioid settlement account, plus donations, gifts, and other funds.
The Office of Judicial Administration would run a fund to support family recovery and safe baby courts. Family recovery courts target abuse or neglect cases involving a parent or main caregiver with a substance use disorder or co-occurring disorders, and must be certified as problem-solving courts. Money from the opioid settlement account could enter the fund only after the General Assembly appropriates it; donations, gifts, and money from other sources could also go in. Money in the fund would be continuously available for its stated purpose. If enacted, the provisions would take effect July 1, 2026.
