Local boards could give certain bids extra weight when awarding public work. This applies to projects costing at least $300,000 and bidders the board finds capable of doing the work and following bid rules. The bid must be no more than 5% above the lowest bid from a bidder who does not meet these conditions. The board must find the choice best for the project and community. The bidder must promise Indiana residents at least 60% of project jobs. To count, a worker must have lived in Indiana for 12 straight months before work starts. The bidder must take part in a relevant registered apprenticeship program, verify workers' right to work, and give the project owner E-Verify case numbers. It must prohibit independent contractors, use employees with proper insurance and tax withholding, and submit certified payroll reports. If the bill becomes law, this section would take effect July 1, 2026.
