Department could award diplomas to qualifying wartime service members
If signed, Hawaii’s Department of Education could award diplomas to people whose wartime service or wartime practices interrupted their Hawaii high school education.
1
What it does
If approved, Hawaii’s Department of Education could award diplomas to qualifying people whose high school education was interrupted by wartime service or practices.
Argument forA diploma could formally recognize people whose wartime service or interrupted schooling kept them from completing high school.
Argument againstEligible people might not receive diplomas because the department may establish the program rather than being required to do so.
More detail
The Department of Education may establish a program to award high school diplomas. The program covers people who lived in Hawaii while enrolled in a Hawaii high school and did not complete high school or receive a diploma. Applicants must show that compulsory or voluntary induction into the U.S. Armed Services, or wartime practices, caused the interruption. Covered periods are World War II, the Korean War, and the Vietnam War. Applicants must submit eligibility information on forms set by the department. The provision would take effect upon approval and would cover qualifying interruptions during December 1, 1941, through September 2, 1945; June 1, 1950, through July 31, 1953; or August 1, 1964, through January 31, 1973.
