Hawaii's education department would plan and report on Medicaid payments
Starting July 1, 3000, the Department of Education would plan for Medicaid payments for services to students with special needs and report on its progress each year.
1
What it does
The Department of Education would make an updated plan to maximize Medicaid payments for administrative and support services for students with special needs.
The department would report each year on its plan, claim records, staff training, student services, federal payments, and how it reinvests reimbursement money.
Argument forA plan and regular progress reports could help the department track Medicaid payments for eligible student services and how it uses that money.
Argument againstCollecting detailed claim, training, and service records for each report could add work for department staff.
More detail
The Department of Education would establish an updated plan to maximize Medicaid payments. The plan covers administrative and support services provided to students with special needs.
The department, working with the Med-QUEST Division, would report to the Legislature on the plan and its progress. Reports cover the plan and its implementation for administrative and support services for students with special needs. The report must explain how claims meet requirements for service records, student eligibility, parent consent, medical need, and qualified providers. It must also include staff training materials and training records, how the department identifies students' needs and seeks payment, monthly counts and payment amounts by complex area, and how it reinvests reimbursement money. Each report is due no later than 20 days before the regular legislative session. The text sets July 1, 3000, as the Act's effective date.
