Hawaii law allows bonds for projects in two supplemental budgets
Hawaii may borrow for designated projects in two 2026 supplemental budget acts, but this text leaves the total bond limit blank.
1
What it does
Hawaii may issue bonds to finance designated projects in its 2026 supplemental budget and judiciary supplemental budget, within a total limit left blank in this text.
Hawaii may issue bonds from time to time to refinance state general obligation bonds issued under law, whether issued before or after this Act.
Argument forBond financing could help Hawaii pay for designated supplemental budget projects over time instead of relying on immediate cash payments.
Argument againstBorrowing for these projects could leave Hawaii with less room under its debt limit to issue bonds for later needs.
More detail
Hawaii may issue general obligation bonds to finance designated projects. The authorization covers projects funded from the general obligation bond fund, including projects whose debt service is paid from special funds. Projects must be authorized in the 2026 supplemental appropriations and judiciary supplemental appropriations acts and designated for bond funding. The printed text leaves the total bond limit blank. The law takes effect upon approval; bonds may be issued from time to time as needed.
Hawaii may issue bonds to refinance state general obligation bonds. This applies to state general obligation bonds issued before or after this Act. The bonds being refinanced must have been issued by Hawaii under law. The law takes effect upon approval.
