Hawaii would fund colorectal screening help for eligible residents
Hawaii would provide screening help to residents who meet listed insurance or Medicaid conditions, if lawmakers provide money for the program.
1
What it does
The state provides financial help for colorectal cancer screenings to eligible residents, if lawmakers provide money. The screenings must meet state coverage rules and have no cost-sharing charges.
The Department of Human Services sets rules and an application process for the screening program. The listed funding amount is blank, and the program depends on money lawmakers provide.
Covered insurance plans provide colorectal cancer screenings using all A- and B-grade methods recommended by the U.S. Preventive Services Task Force. Their coverage must follow federal guidance.
Argument forEligible residents could get screenings without cost-sharing charges, which may help people whose coverage does not pay for them in full.
Argument againstEligible residents could face delays if lawmakers do not provide enough money or the department has not set up the application process.
More detail
The Department of Human Services provides state-funded financial help for colorectal cancer screenings. The help is for state residents who are uninsured, have coverage that does not cover qualifying screenings without cost sharing, or are permanent or nonresident aliens who cannot get Medicaid. The assistance depends on money appropriated by the legislature. Screenings must meet the requirements in the two cited state insurance laws, and no cost-sharing charges may be imposed.
The Department of Human Services adopts rules and establishes an application process for the screening program. The rules and application process apply to state-funded colorectal cancer screenings. The program depends on money appropriated by the legislature; the stated appropriation amount is blank.
Covered insurance plans provide colorectal cancer screening coverage consistent with federal guidance. This applies to qualifying accident and health or sickness insurance policies, and individual and group hospital and medical service contracts. The requirement excludes policies that cover only specified diseases or provide other limited benefits. Coverage includes all A- and B-grade screening methods recommended by the U.S. Preventive Services Task Force.
