If House Bill 968 was enacted, Idaho splits interest money between initiatives and local highways
The law provides for Idaho's Controller to split a specified amount between state initiatives and local highways, if House Bill 968 was enacted.
1
What it does
If House Bill 968 was enacted, the Controller transfers the greater of half the specified interest earnings or $32,877,300, with 60% going to state initiatives and 40% to local highways.
Argument forIf the transfer occurs, the 40% share for local highways could give local road programs money for their work.
Argument againstIf the transfer occurs, directing 40% to highways could leave less of the money for state initiatives.
More detail
The State Controller transfers the specified amount and divides it between two funds. The funds are the Strategic Initiatives Program Fund and the Local Highway Distribution Fund. This section applies only if House Bill 968 was enacted. The amount must be confirmed by the Legislative Services Office Budget and Policy Analysis Division. The transfer covers July 1, 2025, through June 30, 2026, and must happen as soon as practicable.
