Starting July 1, 2026, Idaho will provide $900,000 and 2.5 full-time positions for health education programs during fiscal year 2027.
For fiscal year 2027, health education programs may use $900,000 and 2.5 full-time positions for medical residency and education programs.
When available, Rural Health Transformation funds would support 15 new medical residencies and fellowships, with oversight and possible later shifts in state funding.
The State Board of Education and the University of Idaho Board of Regents may spend $900,000 for listed health education programs and use 2.5 full-time equivalent positions. The funding covers Eastern Idaho medical residencies, family medicine residencies, and University of Utah medical education. The money must come from the General Fund and be spent by the designated programs and expense classes. The funding and positions apply from July 1, 2026, through June 30, 2027.
When Rural Health Transformation Program money becomes available, the State Board of Education must use it for 15 new graduate medical education residencies and fellowships. The plan covers residencies and fellowships requested for fiscal year 2027 and involves the State Board of Education, the Department of Health and Welfare, and affected programs. Transfers to reimburse General Fund residency costs require legislative oversight. If program money becomes available before July 1, 2026, no General Fund transfer would occur. General Fund money no longer needed for residencies and fellowships must be used for new undergraduate medical education seats, subject to the cited law. The text does not intend to create funding beyond the Rural Health Transformation Program. The agencies must report compliance to the Joint Finance-Appropriations Committee by December 1, 2026; the act takes effect July 1, 2026.
