Public school teachers would receive salary step increases under stated conditions
If enacted and funded, public school teachers could receive annual and longevity salary increases after meeting specified service and employment requirements.
1
What it does
Public school teachers would receive annual salary step increases after one satisfactory year, if a bargaining agreement covers the increase and funding is available.
Teachers who remain at the top salary step or a longevity step for three satisfactory years would receive a longevity increase if funding is available.
Argument forMore predictable salary increases could help support teachers who stay in Hawaii schools and may help with teacher retention.
Argument againstTeachers may not receive the increases if the bargaining agreement does not provide for them or if funding is unavailable.
More detail
Public school teachers would receive an annual salary step increase after completing one year of satisfactory service. The provision covers teachers in bargaining unit 5 who meet the listed teacher-certification and employment requirements. A collective bargaining agreement for bargaining unit 5 must provide for the increase. Funding must be available. Teachers must meet the applicable requirements in sections 302A-602 to 302A-639 and 302A-701. The provision would take effect July 1, 2026, and the increase would follow each completed year of satisfactory service.
Teachers would receive a longevity step increase after three years of satisfactory service at their maximum increment step or in a longevity step. The provision covers teachers who have served satisfactorily for three years at the maximum increment step or at any longevity step and meet the listed requirements. Funding must be available. Teachers must meet the applicable requirements in sections 302A-602 to 302A-639 and 302A-701. The provision would take effect July 1, 2026, and the increase would follow three completed years in the specified step.
