Certain older Idaho charter transportation programs use later funding baselines
Idaho charter schools with approved transportation programs dating from before July 1, 2009, and payments under $3,000 in fiscal year 2010 use a later funding baseline.
1
What it does
Charter schools that began approved transportation before July 1, 2009, and received under $3,000 in fiscal year 2010 use their first full operating fiscal year after 2010 to calculate additional transportation payments.
Argument forUsing a full operating year's figures could make eligible charter schools' transportation payments better reflect the size of their transportation programs.
Argument againstThe strict $3,000 cutoff could give schools different funding baselines even when their early transportation programs faced similar startup limits.
More detail
Eligible charter schools use their first fiscal year of full operations after fiscal year 2010 as the baseline for calculating this transportation payment. This rule covers public charter schools with transportation programs approved by the state education department. The school must have begun approved transportation operations before July 1, 2009, and received less than $3,000 in transportation payments in fiscal year 2010. The later baseline replaces fiscal year 2010 wherever this additional transportation payment formula uses that year. The law took effect on July 1, 2026.
