Hawaii would tie Medicaid care funding to federal and state funding efforts
For fiscal year 2026–2027, Hawaii's human services department could use up to $5.81 million for certain Medicaid care services if it meets funding conditions.
1
What it does
The measure would set aside up to $5.81 million for certain Medicaid home- and community-based services, including residential care. The department could spend it only after meeting federal matching and funding-search conditions.
Argument forIf the funding conditions are met, added support could help residential care providers keep services available to Hawaii's older adults.
Argument againstProviders might not receive added support if the department cannot get the available federal match or must keep pursuing other identified funding sources.
More detail
The Department of Human Services would use state money to increase support for certain Medicaid home- and community-based services. The funding covers certain Medicaid home- and community-based services, including residential care in community care foster family homes and expanded adult residential care homes. The department may spend the money only if it obtains the maximum available federal matching funds and exhaustively pursues funding sources identified by the State, including private grants. The appropriation is for fiscal year 2026–2027, and the Act states that it takes effect July 1, 2026.
