Kupuna rent aid would have no listed 2028 end date
If it takes effect, Hawaii would remove the listed June 30, 2028 end date for kupuna rent aid and provide fiscal year 2026–2027 program funding.

What it does
The text sets no June 30, 2028 end date for Hawaii's state rent supplement program for kupuna.
The text provides up to $2.16 million for kupuna rent aid and up to $110,160 for two permanent housing authority positions in fiscal year 2026–2027.
Argument forContinued rent help could help older residents avoid eviction, while added staff could help the housing authority run the program.
Argument againstThe stated funding limits may leave some older renters without assistance if demand exceeds the available program money.
More detail
The program section would no longer list June 30, 2028 as its repeal date. This applies to Hawaii's state rent supplement program for kupuna, or older adults, run by the Hawaii Public Housing Authority. The Act states that it would take effect on July 1, 2026; the amended program section would apply from that date without the listed 2028 repeal date.
The Hawaii Public Housing Authority would receive up to $2,160,000 for the kupuna rent supplement program and up to $110,160 for two permanent full-time positions. The money would come from Hawaii's general revenues and support the rent supplement program and public housing specialists who administer it. The program money would be in addition to the authority's base budget for this program. Each amount is limited to the stated sum or whatever smaller amount is necessary. The authority must spend the money for the purposes described in the Act. The appropriations apply to fiscal year 2026–2027, and the Act states that it would take effect on July 1, 2026.
