The authority administers low-interest loans or other financial help for eligible households upgrading cesspools or connecting properties to sewer systems.

What it does
The authority administers a fund for low-interest loans or other financial help to eligible households upgrading cesspools or connecting properties to sewer systems.
The authority may use available state pollution-control loan money each year and work with county water utilities to collect borrowers’ loan payments.
Argument forLow-interest loans could help eligible households afford cesspool work, including those unable to get affordable bank or credit union financing.
Argument againstLoan payments and possible program fees could add costs for households already facing the expense of replacing or connecting their cesspools.
More detail
The Hawaii Green Infrastructure Authority administers a fund for loans or other financial help for cesspool work. The program serves low- and moderate-income households in all counties with existing cesspools. The work must upgrade or convert a cesspool to a wastewater system approved by the health director, or connect the property to a sewer system. The authority sets the terms and may use fund money for program and loan management costs. The text says the law takes effect July 1, 2026.
The authority may work with the Department of Health and county water utilities to fund the program and collect loan payments. These arrangements apply to the cesspool conversion financing program and eligible borrowers. The Department of Health may transfer available water pollution control revolving fund money each year through an agreement. County water utilities may collect principal and interest payments from eligible borrowers and send the money to the authority under agreements. The text says the law takes effect July 1, 2026. Department of Health funding transfers may occur annually.
