What it does
Starting October 1, 2026, kiosk operators could not accept U.S. currency in exchange for digital assets. They could still take digital assets for other digital assets or U.S. currency; each violation would count separately.
Argument forPeople targeted by scams may have fewer ways to send cash through kiosks to scammers, since operators could not take U.S. currency for digital assets.
Argument againstCustomers could lose a way to buy digital assets with cash at kiosks, though they could still trade digital assets for other digital assets or cash.
More detail
Kiosk operators would be barred from accepting U.S. currency in exchange for digital assets. The rule covers people who own, operate, or manage a digital asset kiosk in Hawaii. The definition covers digital value used to exchange, measure, or store value. Kiosks could still accept a customer's digital asset in exchange for a different digital asset or U.S. currency. Digital assets exclude certain rewards, game credits, and securities. Each transaction that breaks the rule would count as a separate offense. The prohibition begins October 1, 2026. The Act would take effect upon approval.
