Homebuyers may count state loan aid toward a three-percent contribution
The proposal would let eligible Hawaii homebuyers count state housing corporation loan help toward a three-percent contribution when buying a home.
1
What it does
People seeking a downpayment loan would contribute three percent of the home's sales price. They may count loan help from the state housing corporation toward that amount.
The corporation may lend eligible buyers money for a downpayment, up to $60,000. It may set installment payments, pause payments for a period, or forgive some accrued interest.
Argument forSome buyers might need less money of their own up front if they can count the corporation’s loan help toward their three-percent contribution.
Argument againstBorrowers could take on debt that must be repaid when they sell, transfer, or refinance their home, unless the corporation sets installment payments.
More detail
A buyer would contribute three percent of the home's sales price, and corporation loan help may count toward that amount. The qualifications apply to people seeking a downpayment loan to buy a home in Hawaii; buyers must be U.S. citizens or resident aliens, at least eighteen, and bona fide state residents who will live in the home for the loan term. The buyer must also meet the other listed qualifications, including lender acceptance and completing approved homeownership counseling.
The corporation may make downpayment loans and set repayment terms. The corporation may lend directly or through nonprofit groups to people who qualify for the program and have a mortgage lender willing to lend if the required downpayment is made. A loan cannot exceed the lowest of fifteen percent of the home's purchase price, fifteen percent of its appraised value, or $60,000. Interest may range from one to eight percent based on the buyer's income. The borrower may repay early without penalty. The corporation may waive payments for a period or forgive some or all accrued interest. The loan principal and accrued interest are due when the home is sold, transferred, or refinanced, or the borrower repays in installments set by the corporation.
