Measure would set tax rules for Hawaii first-home savings accounts
If approved, the measure would apply to Hawaii savers’ housing-account deductions for tax years beginning after 2026, but the replacement dollar limits are missing.
1
What it does
The text provides for a tax deduction on qualifying savings for a first home in Hawaii, subject to a one-year holding rule. Its annual and lifetime dollar limits are blank.
Argument forA deduction for qualifying savings could help eligible Hawaii residents save toward buying their first home.
Argument againstThe one-year holding rule and recent-homeownership limit could keep some people from using the deduction when they need it.
More detail
The text provides for a tax deduction on qualifying account deposits and sets annual and lifetime contribution limits. The rules cover individual taxpayers and married couples with individual housing accounts. The account must fund the saver’s first home in Hawaii. The saver, or the saver’s spouse if married, must not have had an interest in a home during the five years before opening the account. Deposits must remain in the account for at least 365 days to qualify for the deduction. The replacement dollar amounts for the annual and lifetime limits are blank in the text. If approved, the text would apply to taxable years beginning after December 31, 2026.
