Iowa would set aside money each year from its general fund for the State Board of Regents to support childhood cancer research. The money would support research at the University of Iowa Hospitals and Clinics, including laboratory studies and clinical trials. Funding would equal $1 per Iowa resident as of July 1 of that fiscal year, based on the latest annual U.S. Census Bureau population estimate. Funding could not exceed $3 million per fiscal year. The proposal would provide funding for the fiscal year beginning July 1, 2026, and each fiscal year thereafter.
The State Board of Regents would limit spending to childhood cancer research and report how it used the money. These rules would cover the research money provided to the State Board of Regents under this proposal. The money could not pay for administration, overhead such as shared operating costs, or activities unrelated to childhood cancer research. The report would be due by October 1 each year and cover spending in the immediately preceding fiscal year.
