Iowa would set aside money each year from its general fund for childhood cancer research. The State Board of Regents would receive the money for research at University of Iowa Hospitals and Clinics, including laboratory studies and clinical trials. The amount would equal $1 per Iowa resident, capped at $3 million each year. The calculation would use the most recent annual U.S. Census Bureau population estimate for residents on July 1. The money could not pay for administration, overhead such as shared operating costs, or activities unrelated to childhood cancer research. Funding would begin with the budget year starting July 1, 2026, and continue each year afterward.
The State Board of Regents would report how the research money was spent. The report would go to the governor and the Iowa Legislature and cover spending during the previous budget year. The report would be due by October 1 each year.
