Hawaii hospitals would report health threat data to the state
Hawaii hospitals with emergency departments would report de-identified health threat data, and the Department of Health could create a state system to analyze it.
1
What it does
Hawaii hospitals with emergency departments would report de-identified information about possible health threats to the Department of Health, using the format the department sets.
The Department of Health could set up a state system to analyze health threat data and could require additional health care and emergency service providers to report data.
Argument forA state system could help health officials study local threats and gaps in rural areas using data tailored to Hawaii's public health needs.
Argument againstHospitals and any additional entities named in state rules could have to build reporting processes and send data in the format the department sets.
More detail
Licensed hospitals in Hawaii with emergency departments would have to report syndromic surveillance data to the Department of Health. Reports would cover de-identified data that signals a sufficient chance of a disease case, outbreak, or other event that may call for a public health response. The department would set the reporting method and format on its website. The data must be de-identified. It is confidential, though the department may release combined statistics that do not identify people. The text says the Act would take effect upon approval.
The Department of Health could establish a state system by rule to collect, keep, and analyze syndromic surveillance data. The system could operate under state control and independently of federal systems, as needed. The department could also require other health care facilities, emergency medical service providers, urgent care centers, and poison control centers to report data, but only through rules. The text says the Act would take effect upon approval; it gives no separate start date for the system or reporting rules.
