What it does
Budget Stabilization Fund; Proposes amendment to State Constitution to increase amount of funds that may be retained in budget stabilization fund, require annual transfer to budget stabilization fund if there is not revenue shortfall, & allow legislature to withdraw funds periodically for critical state needs.
