1
What it does
For 2026–2027, state employee bargaining issues that reach an impasse would be resolved under instructions in the state budget and related laws.
Argument forUsing budget instructions could help resolve impasses in ways that match Florida's 2026–2027 budget.
Argument againstBudget instructions could narrow the options state employees and their representatives can agree on when bargaining reaches an impasse.
More detail
Bargaining issues at impasse would be resolved under instructions in the state budget and related laws. This covers all bargaining issues at impasse between Florida and certified representatives of state employee bargaining units for the 2026–2027 fiscal year. The instructions must be in the 2026–2027 General Appropriations Act or in legislation enacted to carry out that budget. The act would take effect July 1, 2026, and applies to impasses for the 2026–2027 fiscal year.
