The administrative services commissioner would study whether Connecticut should establish statewide essential worker or first responder job categories. The workers considered for inclusion would be those covered by the referenced state definitions. The commissioner would consult Connecticut’s emergency services and public protection commissioner and labor commissioner. If the study finds these categories should be established, it would define them, examine effects on benefits and job requirements, and consider including telecommunicators and public works employees. The requirement would take effect upon passage into law. The commissioner would report to the legislature’s Public Safety and Security Committee by January 1, 2027.
