Effective May 3, 2025, the temporary D.C. law let condo and cooperative groups meet remotely and set condo voting rules until its December 14 expiration.
During the temporary law, condo groups could meet remotely if owners could hear and speak. Notices had to explain how to join, and remote attendees counted toward the minimum needed to meet.
During the temporary law, condo boards could send ballots with notices for annual or regular meetings. They could allow electronic votes within seven days before any owners' meeting; those voters counted as present.
During the temporary law, cooperatives, including limited-equity cooperatives, could meet remotely. Regular and special meetings covered by the general cooperative rule did not need permission in the group's written rules.
Condo associations, boards, and committees could hold meetings by phone, video, or similar means. This covered D.C. condo owners' associations, their executive boards, and committees. Each attending owner had to be able to hear, speak with, and understand the other participating owners. Meeting notices had to include a link or joining instructions. Remote attendees counted toward the minimum needed to hold a meeting. The law took effect May 3, 2025, and was set to expire December 14, 2025.
Condo boards could send ballots with meeting notices and allow early electronic votes. Ballots sent with notices covered votes at annual or regular condo owners' meetings. Early electronic votes covered any condo owners' meeting. Boards could set a reasonable deadline for returning ballots sent with notices. Boards had to authorize electronic voting. Electronic votes sent within seven days before a scheduled meeting counted as present and voting in person. The law took effect May 3, 2025, and was set to expire December 14, 2025.
Cooperatives and limited-equity cooperatives could hold remote meetings. This covered D.C. cooperatives and limited-equity cooperatives. Under the general cooperative rule, remote regular and special member meetings did not need authorization in the group's founding papers or bylaws. The law took effect May 3, 2025, and was set to expire December 14, 2025.
No hearings or votes scheduled.
