The law bars local governments and utility providers from requiring a separate utility connection for an accessory dwelling unit or charging a connection fee or capacity charge for one. This rule applies to municipalities, special districts, sewer and water authorities, and water companies, including for water and sewer service. An accessory dwelling unit may be treated as a new home when calculating connection fees or capacity charges only if it was built with a new single-family home on the same lot. The provision takes effect October 1, 2026.
