Covered House members would complete a financial responsibility training course. The rule would cover Delaware House members who serve on neither the Joint Finance Committee nor the Joint Committee on Capital Improvement. The Speaker of the House would approve the course with help from the Controller General. Each covered member would complete the course at least once per General Assembly.
