The state sets aside General Fund money for government programs, public services, equipment, personnel, and construction projects. Funding goes to state agencies, Clark and Washoe Counties, the University of Nevada, Reno, and other named public entities for the purposes listed in Sections 1 through 13.5. Some money is limited to specific programs, purchases, contracts, grants, or projects. The $5,406,013 for Clark County's jail-based behavioral health program may be allocated only after the county submits a plan through the Division of Public and Behavioral Health. Construction contracts for the UNR Life Sciences Building and the UNLV Lee Business School building cannot be signed until authorized outside funding has been awarded or received and is available to spend. Unused money must be returned to the State General Fund by the deadlines stated for each appropriation. Most appropriations take effect upon passage and approval and cover fiscal years 2025-2026 and 2026-2027; the construction appropriations may be used through the stated project funding periods, with unused state appropriations generally expiring in September 2027 or September 2029.
The education commission includes three university education deans or their designees as members. The added seats are for the deans of education at the University of Nevada, Reno; the University of Nevada, Las Vegas; and Nevada State University. The university leaders may serve through a designee. The commission's other appointment, meeting, term, travel-expense, and administrative-support rules remain stated in the section. This provision takes effect upon passage and approval.
