For the 2026–2027 fiscal year, the Treasurer’s Office would receive operating funds and authority for staff, temporary workers, and certain budget and salary adjustments.
The Treasurer’s Office would have $7.97 million available for fiscal-year staffing, operations, technology, financial programs, debt collection, and safety, subject to state spending rules.
Up to 33 regular employees and five temporary or part-time workers could serve in the Treasurer’s Office during the 2026–2027 fiscal year.
The Treasurer could shift operating money and make certain pay adjustments, but transfers and some higher salaries would need legislative or budget officials’ approval.
The act would set aside $7,974,734 for the Treasurer’s Office. The money would support employee pay and benefits, office operations, technology services, financial and education programs, debt collection, and safety needs. The office could spend the money only for the listed purposes and as allowed by state budget, procurement, accounting, and salary laws. Spending would be limited to funds made available by law. The appropriation would cover the fiscal year ending June 30, 2027, and the act would take effect July 1, 2026.
The act would authorize up to 33 regular employees and five temporary or part-time workers for the Treasurer’s Office. The regular positions include executive, legal, financial, investment, technology, administrative, and education-related jobs. Temporary and part-time workers would be paid from the authorized funds. Their pay could not exceed the amounts allowed by state compensation law or the act. The staffing authorizations would apply during the 2026–2027 fiscal year.
The Treasurer could move approved operating money between listed budget items and could adjust some employee pay under the stated limits. Money could move among the office’s operations budget lines; salary exceptions could cover no more than one-fourth of authorized positions. A transfer would require approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee. Salary increases and other adjustments would be at the Treasurer’s discretion, and exceeding maximum salary levels by up to 20 percent would require legislative approval. All spending would remain subject to state fiscal control laws. These special authorities would apply from July 1, 2026, through June 30, 2027.
