Act 121 provides fiscal-year 2026-2027 funding for seven Agriculture Department promotion boards and permits a temporary waiver of certain state deductions.
The Department of Agriculture may spend designated funds on seven promotion boards for operations, research, development, and some promotion activities during fiscal year 2026-2027.
For one fiscal year, the Chief Fiscal Officer may waive certain state service-charge deductions after consulting Agriculture officials and must notify the Treasurer and secretary.
The Department of Agriculture may use designated funds for the Beef, Catfish, Corn and Grain Sorghum, Rice, Soybean, and Wheat promotion boards. The funding covers board operations, research and development, and, for the Catfish Promotion Board, promotion and consumer activities. Each amount must come from the fund named for that board or, for rice research and development, from cash funds allowed by law. Spending must follow state purchasing, accounting, budget, salary, revenue, and other applicable fiscal-control laws. Funds must be used for the purposes stated in the act and related budget materials. The appropriations cover the fiscal year ending June 30, 2027, and the act takes effect July 1, 2026.
After consulting the Agriculture secretary, the Chief Fiscal Officer may waive certain deductions from the listed agriculture-related funds and collections. The waiver applies to deductions for the Constitutional Officers Fund and State Central Services Fund from specified special-revenue collections and statutory deductions. The Chief Fiscal Officer must notify the State Treasurer and the secretary about any waiver. The waiver is discretionary and does not apply to deductions outside the provisions listed in the act. This waiver provision applies only from July 1, 2026, through June 30, 2027.
