A proposed Arkansas bill would require digital asset miners and blockchain businesses to notify state and local officials before acquiring a site or starting construction.
Businesses seeking a site for digital asset mining or blockchain use would have to notify state regulators and local officials at least six months before a purchase, lease, or construction, with the deadline depending on when the site was acquired.
Covered businesses would have to file written notice with the Arkansas Public Service Commission and the local government where the site is planned. The requirement covers digital asset miners, digital asset mining businesses, and businesses using a blockchain network that seek land or a building for mining or blockchain use. Construction includes work to clear or prepare land for a building. If no purchase or lease had occurred by the measure’s effective date, notice would be due at least six months before the purchase or lease. If a purchase or lease had already occurred by then, notice would be due at least six months before construction starts.
