Starting October 1, 2026, production companies may qualify for rebates, including one for small projects, under annual funding limits.
Small productions spending $100,000 to $499,999 may qualify for a rebate equal to 45 percent of payroll paid to Alabama residents, if the office reserves money for them.
The program has a $22 million annual cap, with $2 million reserved for music albums and limited carryover for unused funds.
The law provides a rebate equal to 45 percent of Alabama resident payroll for qualifying small productions. The rebate is for a state-certified production made by a qualified production company. The office may reserve up to $2 million each year for these productions. Total production spending must be at least $100,000 and no more than $499,999. This act takes effect October 1, 2026.
The law sets an annual incentive cap and reserves part of it for music albums. The cap covers incentives under the entertainment industry program. If no album applications are received and no album incentives are allocated by July 1, the reserved money may go to other qualified production companies. Up to $3 million in unspent incentives may carry over to the next fiscal year. The $22 million cap and album reserve apply for the fiscal year ending September 30, 2026, and later fiscal years.
