Starting with the 2027–28 school year, employees may donate leave directly to employees at any educational authority, without repayment, for any reason.
The State Board of Education adopts a model sick leave policy and rules for education authorities. The provisions apply to educational authorities and their employees, including public school systems and two-year colleges. Educational authorities must implement the model policy, which covers sick leave banks and direct donations. The act takes effect July 1, 2026.
Employees may directly donate sick leave to another employee. Donors and recipients may work for different educational authorities. Donated leave does not go into a sick leave bank, and the recipient does not repay the donor. An employee may receive no more than 30 days this way per academic school year. An authority without a sick leave bank must adopt procedures for direct donations. Direct donations begin with the 2027–28 school year; the 30-day limit applies to each recipient per academic school year.
