If Alaska voters approve the amendment, the governor could not propose next year’s spending above specified available funds and expected income. The budget reserve fund and some permanent fund income would not count as available money.
If voters approve the amendment, the governor could not submit a budget or spending bill for the next fiscal year that exceeds the specified available money. The limit would cover the governor’s budget and spending bill for the state’s next fiscal year. The limit counts available fund balances, expected income of state departments, offices, and agencies, and permanent fund income that the law makes available to spend. Available fund balances would exclude the budget reserve fund and permanent fund income above the amount the law makes available to spend. The limit would apply to budgets the governor submits on or after January 1, 2027, if voters approve the amendment.
