Two Alaska legislative panels would reserve seats for organized minority groups that elect a leader and include at least 25% of their chamber's members.
Both legislative panels would include a minority member from each chamber. To qualify, a group must organize, elect a minority leader, and include at least 25% of that chamber's members.
The Senate president and House speaker would ensure that each panel includes at least one minority member from each chamber. The seat requirements would cover Alaska's Legislative Council and Legislative Budget and Audit Committee. The definition of minority would apply throughout the chapter. A group would qualify as a minority only if it organizes, elects a minority leader, and includes at least 25% of its chamber's total membership. Legislative Council appointments or reappointments would have to be made and announced within 15 days after each legislature's first regular session begins.
No hearings or votes scheduled.
