The proposal would define firearm silencers and mufflers to cover certain sound-reducing devices and their main housings, with requirements for attachment to portable firearms.
Silencers would include devices designed, made, and intended to reduce gunshot sound and attach to portable firearms. Coverage also includes a single part that attaches to a portable firearm and forms the main housing or structure for components designed, made, and intended to reduce gunshot sound.
Federal law would define which devices and parts count as firearm silencers or mufflers. Covered parts are the outer tube or another single part that provides the main housing or structure for internal sound-reducing components. Devices must be designed or redesigned, made or remade, and intended for both sound reduction and firearm attachment. For a covered part, the internal components must be designed or redesigned, made or remade, and intended to reduce gunshot sound. Attachment may be direct or through a mount, adapter, or other device that is not itself a silencer or muffler.
