Congress’s budget director would assess whether proposed legislation would reduce future federal spending through preventive health care when the required committee leaders jointly request it. Requests would come from the Budget Committee and the committee responsible for the proposal. The chairs and top minority-party members of both relevant committees in either chamber would have to request the assessment. If savings are found, projections would describe and estimate them and explain the reasoning. The estimates could not count toward meeting federal budget rules.
