People legally allowed to possess firearms would qualify for a lawful-purpose exception at covered federal visitor areas if their possession also follows state law.
Eligible people’s firearm possession would count as a lawful purpose in visitor-accessible areas of specified federal agencies. They would still need to follow state law.
The proposal would treat covered firearm possession as having a lawful purpose under the federal facility firearm rule. Covered areas must be open to visitors and invitees and owned or leased by one of eight named federal agencies or systems, including the National Park System, the National Forest System, and the Bureau of Land Management. The person must not otherwise be legally barred from possessing the firearm and must follow the firearm possession laws of the state where the area is located.
