The proposal would prevent state and local governments from imposing excise taxes—taxes on particular goods—on covered sales by gun manufacturers and dealers.
State and local governments could not charge special taxes on gun, ammunition, or parts sales by manufacturers or dealers when those sales occur in or affect interstate or foreign trade.
State and local governments would be barred from imposing or collecting these special sales taxes. The restriction would cover manufacturers’ and dealers’ sales of firearms, ammunition, and their parts that occur in or affect trade between states or with other countries. The restriction would leave the Pittman-Robertson Wildlife Restoration Act unchanged.
