The signed resolution asks Congress to authorize Wyoming to manage mineral leasing on jointly selected federal lands, if the state chooses and federal officials approve.
Wyoming asks Congress to let the state manage mineral leasing on selected federal lands, if Wyoming chooses and the U.S. Interior Secretary approves.
The Wyoming Legislature asks Congress to authorize agreements allowing Wyoming to manage mineral leasing on selected federal lands in the state. Agreements would cover only federal lands in Wyoming that the state and the U.S. Interior Secretary designate together. Wyoming could choose whether to take on this role, and the U.S. Interior Secretary would have to approve the agreement. The state would have to follow federal law unless Congress expressly provided otherwise. The state and secretary could change or end an agreement only by mutual consent. The requested agreements would keep federal revenue-sharing formulas, but assign Wyoming the 2% administrative cost deduction for minerals developed on covered lands.
