If adopted, Pennsylvania mapmakers and surveyors would choose statewide or regional coordinate zones and identify the measurement source and date in documents that use them.
Documents using Pennsylvania State Plane coordinates would have to name the system and zone, plus the source datum and decimal-year date of the survey or calculation.
The coordinate system would have one zone for statewide mapping and smaller zones for engineering and surveying. Users would choose the zone that fits their needs.
When the federal survey agency releases its 2022 coordinate system, the state board would send a notice for publication.
Documents using these coordinates would have to name the system, zone, source datum, and decimal-year date of the survey or calculation. This applies to land descriptions, plats, maps, survey reports, and other documents that use Pennsylvania State Plane coordinates. This requirement would take effect after the State Geospatial Coordinating Board publishes the notice described below.
The system would have one statewide zone and smaller regional zones, with coordinates expressed in meters or International Feet. The statewide zone is designed for statewide mapping data; the regional zones are designed for engineering and surveying projects. The National Geodetic Survey or its successor would establish the regional zones. Users would choose a zone based on their specific needs. The International Foot would apply to foot measurements unless they are tied to an earlier Pennsylvania coordinate system. These provisions would take effect after the State Geospatial Coordinating Board publishes the required notice.
The State Geospatial Coordinating Board would send a notice to the Legislative Reference Bureau for publication when the National Geodetic Survey or its successor releases State Plane Coordinate System 2022. The notice would appear in the next available issue of the Pennsylvania Bulletin. The board's notice duty would take effect immediately if the bill takes effect. The other provisions would begin when the notice is published.
