State and local officials would let certain milk-product trucks and farm vehicles travel around the clock during weather restrictions and emergencies covered by a Governor's order.
Certain trucks and farm vehicles hauling milk products would be allowed to travel around the clock during weather restrictions or declared emergencies. A Pennsylvania Milk Board decal would be required.
Milk-hauling truck combinations within the 95,000-pound total and 21,000-pound nonsteering-axle limits could receive permits for around-the-clock travel, including on interstate highways. Applications for milk other than raw milk must name a requested route.
State and local transportation officials and law enforcement would allow covered vehicles on highways in their areas 24 hours a day, seven days a week. Covered vehicles include truck-and-trailer combinations up to 80,000 pounds, combinations meeting the milk-permit limits, and farm vehicles hauling milk products to or from a milk plant or dairy farm, or heading to a dairy farm for pickup. Travel would be protected when state weather rules restrict the vehicle or when a Governor's order during a national, state, or local emergency impedes it. The vehicle must display a Pennsylvania Milk Board decal identifying it as a licensed milk hauler. The board's fee cannot exceed its production and issuance costs, and a replacement could cost the same. Officials could not penalize a driver whose vehicle operation follows these rules. These rules would take effect 60 days after the act becomes law.
The Department of Transportation and local authorities may issue permits for milk-hauling truck combinations to use highways in their areas around the clock. The combination must haul milk to or from a milk plant or dairy farm, or head to a dairy farm for pickup. Covered milk includes bulk, evaporated, raw, and condensed milk. The total weight may not exceed 95,000 pounds and no nonsteering axle may exceed 21,000 pounds. A permit may cover interstate travel. Applications for milk other than raw milk must name the requested route. During covered weather restrictions or emergencies, the vehicle must follow the related milk-hauling rules. These permit rules would take effect 60 days after the act becomes law.
