North Carolina voters would decide in November 2026 whether to guarantee early voting in even-year primary and general elections and same-day registration.
In even-numbered years, voters would have at least 14 days to vote early in person. County boards would set sites and staffing, meet minimum hours, and let eligible people register and vote at the same site.
The proposed amendment would give voters a right to vote in person before election day and require county boards to run early voting sites. The right and board duties cover primary and general elections held in even-numbered years. Boards would set sites, hours, and staffing, and provide same-day registration and voting to anyone qualified to register. The General Assembly may provide money to county election boards for early voting; the amendment does not require an appropriation. On weekdays, sites must stay open at least from 8:00 a.m. to 7:30 p.m., unless a county board decides voter demand allows closing at 6:00 p.m. If a Sunday is selected, all sites open and close at the same times. Voters would decide on the amendment at the November 3, 2026, statewide general election. If a majority approves it, the amendment would take effect upon certification of the results.
