State agencies and two Treasury division directors would make a good faith effort to reach the contract award goal. The goal covers goods and services contracts awarded without advertising to certified minority-owned and women-owned businesses. The Department of the Treasury would develop guidelines and directives to help agencies and directors pursue the goal. The goal would be measured in the aggregate within five years after the bill takes effect. Agencies would report to Treasury every 30 days, and Treasury would report to the Governor and Legislature every six months.
