If New York enacts a matching law, covered Port Authority airports would provide private places to express breast milk in each terminal, behind security. Smaller airports would provide them after major terminal work.
The Port Authority would have to provide a private place to express breast milk in each passenger terminal at covered airports. This covers Port Authority airports with at least 1 million yearly enplanements, and those with more than 10,000 but fewer than 1 million. The room must be in each passenger terminal, behind that terminal's security screening area. Each room must be outside a public restroom and include at least a chair and an electrical outlet. At airports with at least 1 million yearly enplanements, a room must include a sink after construction of a new terminal or replacement, expansion, or qualifying renovation of an existing terminal. At airports with more than 10,000 but fewer than 1 million yearly enplanements, rooms must include a chair, sink, and electrical outlet. A qualifying renovation means repurposing more than 25 percent of the terminal's space. For airports with more than 10,000 but fewer than 1 million yearly enplanements, the room is required when qualifying terminal work is completed. The bill takes effect when New York enacts a law with an identical effect, or immediately if New York has already enacted it.
