If enacted, NJ Transit could use marked, monitored buses to document and cite certain vehicles stopped in bus lanes, bus stops, or bicycle lanes after a warning period.
If enacted, NJ Transit could use marked bus cameras to cite vehicles blocking bus lanes, bus stops, or bicycle lanes, subject to listed exceptions and an initial warning period.
New Jersey Transit may install camera systems on its buses and issue citations after trained reviewers confirm covered violations. Covered violations include stopping, standing, or parking in dedicated NJ Transit bus lanes, marked bus stop zones, or designated bicycle lanes serving roads with regular bus service. Bus stop citations would not apply when no transit bus is present and the vehicle is actively loading or unloading passengers with hazard lights on. Bus lane and bicycle lane restrictions would not apply when local law allows the vehicle there or an emergency requires it. The system must have a trained operator and a sign on the bus warning drivers about camera enforcement. The system may not use facial recognition or other biometric identification. The measure would take effect 180 days after enactment. NJ Transit would first run a 180-day public education campaign and issue only warnings during its final 90 days before issuing citations and fines.
