If New York enacts a law with the same effect, covered Port Authority airports would need private places for the public to express breast milk.
Port Authority airports with more than 10,000 yearly boardings would need private places to express breast milk. Smaller airports would need them only after major terminal work.
The Port Authority would have to provide private places for the public to express breast milk at covered airports. The requirements cover airports maintained or operated by the Port Authority with more than 10,000 yearly enplanements. Airports with at least 1 million yearly enplanements must provide a room or other location in each passenger terminal, with a chair and electrical outlet, outside a public restroom. At those larger airports, rooms provided after new terminal construction or terminal replacement, expansion, or renovation must also have a sink. Airports with more than 10,000 but fewer than 1 million yearly enplanements must provide a room in each terminal only after new terminal construction or terminal replacement, expansion, or renovation. These rooms must have a chair, sink, and outlet and be outside a public restroom. Renovation means repurposing more than 25 percent of the terminal's space. The bill would take effect when New York enacts a law with an identical effect, or immediately if New York has already done so.
