People doing covered asbestos work on a single-family home, duplex, or townhouse would first need a construction permit, unless the project involves less than 1,000 square feet, subject to agency or state rules.
Anyone performing covered asbestos work must first apply to the enforcing agency for a construction permit. This covers applying, enclosing, repairing, removing, or encapsulating asbestos-containing material inside or outside a single-family home, duplex, or townhouse. The construction permit would be required in addition to any other permits required by other enforcement agencies. The requirement would not apply when the project involves less than 1,000 square feet of asbestos-containing material, unless an enforcing agency or the Commissioner of Community Affairs separately requires it. The requirement would begin on the first day of the third month after enactment; the Commissioner of Community Affairs could take preparatory steps before then.
