If enacted, qualifying charities would pay the local property-tax rate on building and land value above $1 million, unless local officials raise the exemption or a payment agreement applies.
Charitable organizations and societies would have their qualifying property value above $1 million taxed at the local municipal rate. The rule covers buildings and land owned, used, and occupied directly by qualifying charitable organizations and societies in a municipality. The organization must use the property for the purposes for which it was established. The organization must not use the property's income or profits for another purpose. A town could raise the exempt amount by annual town meeting vote, and a city's governing body could raise it. The rule would not apply while the organization and municipality have a written agreement for voluntary payments instead of taxes. If enacted, the rule would take effect April 1, 2027.
