If approved, Montana school districts could enroll a limited number of on-track students in classroom or jumpstart literacy programs beginning with students enrolled on or after May 1, 2025.
Districts could choose to include some students already on track in classroom or jumpstart literacy programs, limited to one on-target student for every three eligible students.
Eligible children could receive classroom, home-based, or jumpstart support aimed at reading and math proficiency by the end of third grade, subject to age, parent-request, program, and funding rules.
A school district may choose to enroll some on-target children in a classroom-based or jumpstart literacy intervention. The option covers children found to be at or above the expected path toward reading or math proficiency by the selected evaluation method. A district is not required to enroll an on-target child. The district may enroll no more than one on-target child for every three eligible children in the program. An enrolled on-target child would count toward enrollment calculations used for state school funding. The provision would apply to students enrolled in an intervention program on or after May 1, 2025, if the act takes effect.
Schools may provide eligible children with classroom-based, home-based, or jumpstart literacy interventions. Eligible children are those below the expected path toward reading or math proficiency by the end of third grade; the programs cover children from age four through before completion of third grade, depending on the program. A parent or guardian must request an evaluation before a child is evaluated for these programs. Home-based programs must be run by a nonprofit, use research-based methods, involve parents, and cost no more than $1,000 per child each year. State payment for home-based programs depends on available money; if funding is not enough, participation is limited in first-come, first-served order. A jumpstart program must last at least four weeks and provide at least 120 instructional hours. The act would take effect on passage and approval, and would apply to students enrolled on or after May 1, 2025.
